stupid written-procedure

"You are required to complete this form and submit it to Associate Chair (Research)’s office at least 2 weeks in advance for updating of leave record before forwarding to your supervisor for recommendation"

but when i submitted to the office, the officer(o) said, "you should get permission from your supervisor first, ok?"
e: but it is written there, i need to go here first
o: [he talked so 'fast' i can barely catch his words.. the point is, i should go to my supervisor before going here]
e: certainly i did talk to him, and he agree with it. but i read here *pointing to the sentences again* to go here initialy
o: [cang cing cung larr.. cang cing cung larrr..] --> [just see your supervisor and get him signed the form then you go back here !!]

so what's the point of writing those instruction? haiyahhh..

however, the officer is a nice person. i can sense it from the way he acts (previously and now). i guess he just following the (stupid) 'procedure' made of those 'intelligent-policymakers'. and, bluntly i say, i depreciate those 'clever-people'.
